This interactive panel discussion will provide an update on the First Pharmacy Program Agreement (1PPA), #UncapCare campaign, and ongoing pharmacy programs reform. The PSA negotiating team of Dr Shane Jackson, Brooke Shelly and Debbie Rigby will be joined by the PSA President Prof Mark Naunton to update attendees on the progress to improve access, efficiency and workforce sustainability in pharmacy programs.

Biography
Chris is the Head of Policy and Strategy at the Pharmaceutical Society of Australia. His work with the PSA focuses on improving medicine safety and quality through pharmacists and has been involved in many of the major advances in scope of practice of pharmacists including immunisation, administering medicines and prescribing. Chris oversees PSAs major projects, publications including APF and Australian Pharmacist, industry partnerships, standards and guidelines. Chris trained as a hospital pharmacist and has worked across community pharmacy and industry roles as a pharmacist for over 20 years. He is a community pharmacy owner, an Adjunct Senior Lecturer at University of Queensland School of Pharmacy and Research Fellow at the Queensland University of Technology.

Biography
Shane is a pharmacist with over 20 years’ experience working in the health care sector as a practising pharmacist in clinical, consultant and academic roles. Shane’s career has been diverse, primarily focussed on improving pharmacy practice through teaching, research, policy implementation and advocacy.
Shane is a proprietor of three community pharmacies in Tasmania, and a director of Consultant Pharmacy Services, a group consisting of accredited pharmacists providing services to aged care in Tasmania. One of Shane’s community pharmacies was the first pharmacy in Australia to develop a model of integrated on-site pharmacy services comprising medication supply, quality use of medicines advice and medication review services employing innovative pharmacists.

Biography
Prof Mark Naunton is Chair of the Faculty of Health Board and Professor of Pharmacy at the University of Canberra, specialising in therapeutics and pharmacy practice. He was Head of the School of Health Sciences (2019–2025), overseeing disciplines including pharmacy, psychology, optometry, and social work.
His career spans academic, community, and hospital pharmacy across Tasmania, the NT, and ACT, with international experience at the University of Groningen and Heerenveen Hospital in the Netherlands. He holds credentials in medication reviews and is an Aged Care Onsite Pharmacist (ACOP).
Mark's research focuses on expanding pharmacists' scope of practice, with notable work on pharmacists in general practice, aged care onsite pharmacy, and Home Medicine Reviews post-discharge. He has supervised multiple PhD candidates in these areas.
A PSA member for over 25 years, he has served on branch committees across Tasmania, SA/NT, and the ACT, and has been a PSA National Board member since 2022. He is also a graduate of the Australian Institute of Company Directors.
Mark is passionate about medication safety and the pharmacist's unique role in improving medicine use across all care settings.
Debbie Rigby

Biography
Debbie Rigby is an Advanced Practice Pharmacist with postgraduate qualifications in clinical pharmacy, geriatrics and respiratory medicine. Debbie’s career as a pharmacist has been across many roles, including community and hospital pharmacy, academia, education, policy and advocacy, government and committee representation and has been involved in every aspect of the evolution of medication reviews in Australia. She currently conducts Home Medicine Reviews and provides medicines education through her company Pharmeducation. Debbie is the Clinical Executive Lead for the National Asthma Council Australia and PSA Consultant Pharmacist Advisor.
Brooke Shelly

Biography
Brooke Shelly is a rural Victorian pharmacist with a dynamic portfolio career spanning General Practice, credentialed medication management and residential medication management reviews, and multidisciplinary telehealth. She is a GP Pharmacist at Ontario Medical Clinic, a Senior Clinical Pharmacist with Beyond Pain, and the sole proprietor of MyMedManagement, delivering complex medication and residential medication management reviews across regional and remote areas.
In 2024, Brooke was named PSA Consultant Pharmacist of the Year and elevated to Fellow of the Pharmaceutical Society of Australia. She is an Adjunct Senior Lecturer at La Trobe Rural Health School, serves on the Murray PHN Clinical Advisory Council, sits on the Advisory Network for the National Rural Health Commissioner, and is a member of the Monash Rural Health School Community Advisory Council. Brooke has previously held board positions with Pharmacy Support Services (PSS) and the Pharmaceutical Society of Victoria (PSV).
Known for her leadership in rural health advocacy, Brooke is passionate about embedding pharmacists within multidisciplinary teams to improve access and outcomes, particularly for rural communities.
Brooke brings clinical expertise, governance experience, and a deep commitment to health equity to her role on the PSA National Board.
